MARK TALERICO was named chief risk officer for property carrier Narragansett Bay Insurance Co., which specializes in homeowners insurance in states along the Eastern Seaboard. Prior to his new position as CRO, Talerico worked as senior vice president for portfolio management at reinsurance intermediary Guy Carpenter LLC, along with roles at modeler Risk Management Solutions Inc. and earthquake carrier Pacific Select Property Insurance Co.

DAVID SYKES joined Valiant Insurance Group Inc. as a New York-based senior vice president of human resources for its U.S. property/casualty insurance operations. In the past, Sykes has been an hr consultant to Arch Insurance and Quanta Insurance as well as held various human resources positions within insurance companies.

MARK QUINN was appointed the country manager for the new representative office that ACE American Insurance Co. is opening in Dubai to carry out market research and development and to represent multinational clients with operations in the United Arab Emirate. Quinn had been senior vice president of global property with ACE USA.

The Navigators Group Inc., a specialty holding company based in New York City, reported that it hired FRANCIS MCDONNELL as chief financial officer and senior vice president. McDonnell joins the company on August 5 and will be CFO effective August 15, when current CFO Paul J. Malvasio retires. McDonnell comes to Navigators by way of ACE USA, where he served as CFO.

JOSEPH F. MORRIS was named president and CEO of specialty carrier James River Insurance Co. and its affiliate James River Management Company Inc., effective August 25. Morris brings to bear nearly three decades of experience in insurance, most recently as president and CEO of The Philadelphia Contributorship, the oldest insurer in the nation.

SCOTT REYNOLDS was announced as president of United National Group, the Charlotte, N.C.-based U.S. division of Cayman-based United America Indemnity Ltd. Reynolds brings experience in wholesale distribution and program business, most recently as president of the Specialty Underwriting division of AmWINS Group Inc.

PHIL CAMERON joined SPARTA Insurance Co. as its vice president of marketing, after leaving a position as senior marketing executive with Discover Re. SPARTA provides unbundled specialty program and risk transfer alternatives to the commercial marketplace.
