STEVE LEVENE was appointed managing director at Beecher Carlson. He will be charged with establishing an office in Dallas as well as partnering with Scott Davis, executive general director of the Risk Management Practice, to implement and manage complex client programs. Levene had been executive vice president of Lockton's Dallas office and, prior to that, vice president with Marsh.

BEN FIDLOW joined Marsh's New York office as managing director of Marsh Risk Consulting. Previously, he had been chief actuary and managing principal at Integro, where he joined in 2005. Fidlow has nearly two decades of insurance experience, including time spent with Axis Capital, Kemper, Odyssey, Reliances and the Insurance Services Office.

JOHN MCGOVERN joined specialty wholesaler National E&S Insurance Brokers Inc. Based in New Jersey, he is the firm's new president. McGovern comes by way of American Risk Management Resources Network LLC, where he served as managing director.

National E&S Insurance Brokers also welcomed PAUL DUGGAN, who joined the firm's Michigan office as an executive vice president. Prior to this new position, Duggan was senior vice president at American Risk Management Network.

DEBI HECK was hired by Aon Consulting Worldwide as a national expert on wellness and population health management in the Health & Benefits Practice. Based in Houston, Heck brings 18 years of experience, most recently with Matria Healthcare, where she was vice president of wellness.

Willis Management (Malta) Ltd. announced that ANNE FINN was appointed executive director to help expand the international broker's presence on the island and meet the growing demand for captive insurer and third-party captive writing. Finn spent the last 15 years working with captives based in the European Union, including protected cell companies.

TERRY HOGAN was named vice president at Lockton in its Washington, D.C.-based office. He will be responsible for developing and executing property/casualty, risk management and employee benefits strategies for clients. Hogan had been managing director and market area sales leader for the Mid-Atlantic region at Aon.

Lockton also announced that J. ROBERT HOWARD joined its Phoenix brokerage team as a producer for all property/casualty lines. Howard has more than 20 years in the business, last as a commercial lines manager for the Phoenix division of Compass Insurance Agency.

ANTHONY GERRATO became first vice president at the New York office of Alliant Insurance Services. He will focus on equipment maintenance and product warranty programs for healthcare clients, schools and government institutions, banks and credit unions, research organizations and universities, and other corporate clients.
