In July, the GAO asked the Department of Health and Human Services to get its act together and finally execute screening and monitoring programs of WTC responders. This September testimony before Congress details the GAO's growing impatience.

According to this World Trade Center government report, however, "officials involved in the administration and implementation of the WTC health programs have derived lessons from their experiences that could improve the design of such programs in the future."
