Washington: DLI bypasses hearing on personal protective equipment

The Washington State Department of Labor and Industries announced changes to WAC 296-56 (safety standards for Longshore, Stevedore and waterfront-related operation), WAC 296-304 (safety standards for ship repairing, shipbuilding and ship breaking), and WAC 296-800 (safety and health core rules) via expedited rulemaking.

The expedited rulemaking eliminated the need for the department to hold a public hearing. The rule was proposed in accordance with changes made by the Occupational Safety and Health Administration. OSHA recently revised several of its rules surrounding personal protective equipment to incorporate more current versions of national consensus standards. The department proposed to update its rules to remain as effective as OSHA, as mandated by law. The changes will make clear which version of the national consensus standards the department will use to enforce the personal protective equipment requirements.
