SCOTT B. CLARK was elected president of the Risk and Insurance Management Society Inc., effective Jan. 1. Clark is the risk and benefits officer for the School Board of Miami-Dade County, Fla. He served as RIMS secretary in 2010 and has been a member of RIMS board since 2000. He is a founder of the RIMS Greater Miami Chapter, where he served as president during 1992 and again in 2003.

RIMS also announced its other 2011 officers. They include: DEBORAH M. LUTHI, risk manager at the San Francisco Public Utilities Commission, as vice president; JOHN R. PHELPS, director business risk solutions, Blue Cross and Blue Shield of Florida, as secretary; and CAROLYN M. SNOW, director of insurance risk management at Humana, as treasurer.

The National Association of Insurance Commissioners voted to fill vacancies in its president and secretary-treasurer positions. JAMES J. DONELON, Louisiana's insurance commissioner, was elected for the former spot, and MICHAEL T. MCRAITH, the Illinois insurance director, was elected to the latter position.

JULIE MCPEAK was named as special counsel for regulatory issues and liaison with NAIC for the Self-Insurance Institute of America Inc. McPeak formerly served as insurance commissioner in Kentucky, and currently serves on the SIIA Alternative Risk Transfer Committee and as an attorney with Burr & Forman LLP.

CHARLIE FOX assumed many of the duties at the Disability Management Employer Coalition of former chief financial officer Joseph Wozniak, who stepped down at the end of 2010. Fox is the DMEC executive director who joined the coalition in November 2010 after 20 years in association management. He most recently served as president of the Timber Products Manufacturers Association.
