The rule adopts the 2011 hospital outpatient rates as published in the Medicare outpatient prospective payment system final rule. It applies a 250 percent payment adjustment factor to OPPS rates for children's hospitals and a 197 percent payment adjustment factor to OPPS rates for all other facilities. It also adopts 2011 bureau adjustment factors to negate payment reductions executed under the Affordable Care Act of 2010.
