Marine Fisheries Service seeks comments on safety guidelines

The National Marine Fisheries Service issued an advance notice of proposed rulemaking to enhance consideration of safety issues in fisheries management in its guidelines.

The service is considering adding safety considerations and mitigation measures to the guidelines. The service is also seeking guidance on how to assemble and analyze data on fatalities and injuries for each federal fishery. The service plans to assemble guidance on how to estimate workforce for each federal fishery in order to calculate fatality and injury rates. The service is considering establishing guidance on how to conduct specific risk assessments to help identify major safety hazards within a fishery, as well as the frequency for conducting the assessments. A public meeting was held. Comments may be submitted electronically, by fax, or by mail and will be accepted until July 20.
