That's the figure under consideration by acting Insurance Commissioner Michael Riley.
NCCI recommended the loss cost rate reduction in a letter to Riley. If approved, it would equate to an average rate decrease of more than 50 percent since West Virginia privatized its workers' comp system in 2006. Riley is expected to issue a decision soon.
