She has been the acting director since April 2011. The appointment is subject to state Senate approval.

Baker has served in the DIR since 1984. From 1994 to last April, she was the executive officer of the California Commission on Health and Safety and Workers' Compensation.

Baker has been praised by labor and business organizations alike. The Small Business California blog named her a Small Business Hero several years ago.
