Valley Oak Systems Inc., an insurance technology solutions unit of Aon Corp., announced that JACQUELINE PAYNE joined as vice president of managed care. Payne's appointment will enable a strategic expansion of iVOS Review Software and Service, Valley Oak's medical-bill-review software and expert outsourced bill-review service. Most recently, Payne worked as vice president of operations at Tristar Insurance Group directing the company's medical cost containment division.

MphasiS Healthcare Solutions, a Phoenix-based IT engineering and operational consulting firm serving the healthcare industry, hired KERRY WINKLE as senior vice president of sales and strategic planning. Winkle will direct the rollout of the Javelina Enterprise Health Benefits/Claims Processing system. He will also be responsible for product positioning and strategic planning. Most recently, Winkle served a four-year stint as sales director for Newport Beach, Calif.-based The TriZetto Group Inc.
