The National Incident Management System provides a nationwide template that allows federal, state, local and
tribal governments to work together with private-sector and nongovernmental before, during and after disasters.
Here's the NIMS document from the Department of Homeland Security that establishes the basic elements of the system and the mechanisms by which it can be improved and refined.
